DoE MAN MOVES TO TRANSPORT

PETER BALDWIN, 53, has been appointed Permanent Secretary at the newly created Department of Transport. Mr Baldwin moves to his new job from the Department of Environment where he was a Second Permanent Secretary.

He began his Civil Service career in 1942 when he joined the Foreign Office and his appointments have included Principal Private Secretary to the Chancellor of the Exchequer. He was appointed to the DoE in March this year where he had responsibility for land use, planning transport industries and highways.

John Birch is the new president of the Confederation of British Road Passenger Transport in succession to J. S. B. Skyrme, chief executive of National Bus.

Mr Birch is a former chairman of both the Public Road Transport Association and the Passenger Vehicles Operators Association. He belongs to one of the oldest passenger transport families in the country, and joined Birch Brothers in 1932.

New vice-presidents of the CPT are Ralph Bennett, a member of the London Transport Executive and LTE's chief executive, and Ian Irwin, deputy chairman and managing director of the Scottish Bus Group. He is also chairman of all the group's subsidiary companies.

V. G. Paige, executive vicechairman and deputy chiet executive of the National Freight Corporation, has been made a Fellow of the British Institute of Management.

William Stapleton, has been appointed director of the National Association of Waste Disposal Contractors. Formerly a publishing executive and consultant, Mr Stapleton will be based at the Association's Head Office at Suite 1, 14 Uxbridge Road, Ealing, The Confederation of Passenger Transport have announced their council members. On the passenger front Nigel Gray, 35, has been appointed traffic planning manager of London Country Bus Services. He was previously area manager (south) at the same company.

Mr Gray joined London Transport as an admini,strative trainee in 1963. In 1966 he was appointed assistant to the district superintendent at Garston, becoming assistant district superintendent at Reigate shortly after the formation of London Country in 1970.

Michael Power, 38, has been appointed area superindent (east) at the West Yorkshire Road Car Co Ltd.

Mr Power joined Hants and Dorset Motor Services in 1967. He has held a variety of positions in the head office and at depots and is currently operating superintendent at Andover.
