Which of the following most accurately describes the problem?

A SOUTH WALES operator which has twice previously been called before the Licensing Authority, receiving a "final warning" in October 75, appeared for a third time at Cardiff last week.

Wagstaff Transport (Cardiff) Ltd of Colchester Avenue, Cardiff, appeared following a conviction for a defective tyre and a vehicle prohibition.

Mr G. Wagstaff, the company's secretary, told the LA, Mr R. R. Jackson, that the defective tyre was on a trailer which had been parked at Strensham Services because the tractive unit had broken down.

En route to Cardiff he was stopped in a roadside check and a vehicle examiner failed one of the trailer tyres as it was partly devoid of track.

Mr Wagstaff added that he was suspicious when he saw the tyre and thought it might have been changed. This was confirmed by another director. It was found the wheelnuts were all loose.

The LA pointed out that last October he had warned that if the company appeared for a third time its licence would be at risk. On this occasion the licence would be curtailed from eight vehicles and 10 trailers to five vehicles and eight trailers. The expiration of the licence would also be curtailed from April 30, 1979, to April 30, 1977.
