Which of the following most accurately describes the problem?

Almost as eagerly awaited as the final declaration of the Government's Transport Policy is the outcome of the consultant's report on the National Freight Corporation. Awaited with particular interest are the proposals for the future of Roadline and NCL.

Parcels traffic has always been a cut and thrust area. There is little room for expensive overheads in such a tight market. Not for the first time, we ask: Is there room for both Roadline and NCL in the NFC structure? Each with its own administrative establishment, premises, service departments and other overheads. Each going after the same or similar traffic. Each with its own very competent management.

In a strictly commercial organisation there would long since have been rationalisation. But although NFC is commercially motivated it has political masters in Westminster.

The politicians will do well to remember when they come to deliberate on the report that the NFC has the ability to compete with the best. It should not be hampered by burdens that its competitors do not have to contend with.
