Which of the following most accurately describes the problem?

AIn our opinion, it would be prudent to restrain all loads despite the qualification about necessity in the amendment to the C & U Regulations which came into operation on March 31. The possibility of the weight of the load being sufficient to prevent its falling from the vehicle is not the only factor to be tdken into consideration. It is necessary also to prevent its movement on the vehicle. The effectiveness of the weight of the load preventing movement must be a matter of opinion and could be challenged in the courts. Physical restraint would eliminate the possibility of expensive litigation.
