A An hgv driving licence is not required
by the driver of a rigid vehicle which has an unladen weight of not more than 3 tons, and this class of vehicle may also be driven by a person under 21 who has passed a test on Group 1 vehicles.
The 2-ton maximum limit which you are referring to applies only in the case of articulated vehicles which, if the tractive unit weighs more than this, must not be driven by a driver under 21. The advert you refer to, therefore, is quite in order to claim that the vehicle described may be driven by a non-hgv licence holder or a driver under 21,
