Which of the following most accurately describes the problem?

A DRAFT regulation for adoption by I–% member States of the EEC will, when it comes into effect, bring to an end the double taxation of vehicles engaged in traffic between the Six. Any EECregistered vehicle engaged on international traffic will be treated as if it were on its home territory. This will supersede certain bilateral agreements already in force with this aim, but it will not cover taxes or charges on actual transport services or customs duties or similar tolls.

The draft regulation has yet to be approved by the Council of Ministers of the EEC.
