Which of the following most accurately describes the problem?

"E'EARS about disruption of business in Edinburgh as a result of the Corporation's loading-ban proposals on main radial streets were expressed at a Scottish divisional meeting of the TRTA last week. After a detailed review of the scheme the TRTA intends to put forward alternative proposals on the duration of the bans, the selection of roads and the security of loads —the latter because vehicles may have to be parked out of sight of drivers making deliveries.

Edinburgh plans to extend the morning bans from an 8.30-9.15 period to an 8-9.30 prohibition, and the TRTA feels that the proposals do not show the flexibility which the Ministry is itself demonstrating in trials of kerbside markings—on A40, for instance.

Another series of bans which the TRTA intends to oppose (there is a public inquiry on October 12) is at Peterborough. liere, the hours of total prohibition have been reduced slightly, but there are three periods a day: 8.15 to 9.15, 12.30 to 2, and 4.30 to 6. These are a combination of Ministry and local authority bans. and the Association feels that they are too widespread and could he made more flexible, to reduce disruption of deliveries.
