Which of the following most accurately describes the problem?

BRITAIN has negotiated additional road haulage permits with the Austrian, French, Hungarian, and Portuguese governments.

For Austria, the allocation has gone up from this year's 3,950 to 4,300 and another 300 have been made available for the remainder of this year.

The French agreement increases the general quota from 52,500 to 54,000.

Having already negotiated an increase from 2,600 to 3,000 in this year's Hungarian allowance, the Department of Transport has negotiated another 3,000 for next year with the final level to be revised during the first six months of 1982.

The Portuguese general quota has already gone up from 600 to 650, and this will rise again to 800 next year.
