Which of the following most accurately describes the problem?

TWO HUNDRED youngsters, many of whom have suffered severe brain damage in road accidents, are being given a useful start in adult life by Portland Training College for the Disabled at Mansfield, Notts.

Dormobile's managing director, Phil Charlesworth, has backed a new appeal to raise £1 million to build a village in Sherwood Forest for 40 more seriously disabled schoolleavers and has paid for a glossy coloured brochure to publicise the charity. The village is to be constructed in three phases over three years, the first to be completed in a year's time to take 20 more students.
