THEY SAY you can never be too early when you want to convince someone of the justice of your cause.
That certainly is the view of the Freight Transport Association, which led a delegation of transport and industry representatives to try to further the case for increased lorry weights when it met Transport Secretary David Howell on his first full day in office.
Indeed, Mr Howell suggested at the FTA's conference, he suspected that the delegation had camped itself in Mr Howell's office the night before, ready to see whoever took Norman Fowler's place. Who was the most surprised to see whom?
