THE FULL programme of lorry routes was unlikely to be completed as was originally envisaged when the Private Member's Bill went through in 1972, warned Mr Neil Carmichael, Under-Secretary DoE, in the Commons.
He made this prophecy after Mr Phillip Whitehead (Labour, Derby North) had asked for a definitive view from the Department of the consultative document on heavy lorry routes.
In the Midlands, and probably many other areas, there was a duplication between proposed heavy lorry routes and proposed motorways, said the MR
