Which of the following most accurately describes the problem?

THE Institute of Road Transport Engineers should maintain its independence and vitality, said the retiring president, Earl Howe, at the agm last week. He felt that the Institute's membership grades were an accurate measure of a member's ability—better than the qualifications procedure which the Engineers Registration Board was trying to enforce. The IRTE annual report shows the total membership at June 30 this year to have been 8,691, a net increase of 223 on last year.
