Which of the following most accurately describes the problem?

• The Northern LA, Mr. J. A. T. Hanlon, granted A licence variations to Sunter Bros. Ltd. of Northallerton, Yorkshire, and G. Stiller Transport Ltd. of Middleton St. George, Co. Durham, on Wednesday.

Sunter Bros were granted four more attics to bring their fleet to 44.

Stiller was given permission to replace one of its existing 11 vehicles with a heavier tractor and trailer.

Two B-licence applications by Stiller Transport were also granted. These were for extra goods carrying facilities for ICI Ltd. and an increase in weight for an attic.

All the applications were unopposed. Sunter Bros. withdrew their objection to Stiller's variations on condition that not more than two dolly trailers were used at the same time.

Both firms sought advice on the description of dual-purpose vehicles for taxation purposes.

Mr. Peter Sunter, director of Sunter Bros., said, "We both want to obtain maximum flexibility of our vehicles within the bounds of the laws."

Mr. Hanlon said: "As the regulations stand a dolly must be a separate trailer."

He advised Stiller to amend a pending A-licence application to "units to be used as heavy motor cars, articulated all with dolly trailer, not more than two vehicles exceeding 15 metres."
