FOLLOWING representations by I express service operators, the North Western Traffic Commissioners are to review discretionary inclusive charges for extended tours at the end of the 1958 season. They have announced that they intend to vary licence conditions so that fixed inclusive charges, which used to be the title, will be substituted for the discretionary charges granted to some operators. The companies affected will be BattyHolt Touring Services, Ltd.; Florence Motors, Ltd.; Happiway Tours (Manchester), Ltd.; W. Robinson and Sons (Gt. Harwood), Ltd.; Smith's Tours (Wigan), Ltd.; and S. Spencer (Manchester), Ltd. However, the Commissioners' proposals have been made solely to enable the matter to be argued in court, and notification of the case has been sent to the previous objectors—Ribble Motor Services, Ltd.; British Transport Commission; and North Western Road Car Co., Ltd. The Commissioners have indicated that after hearing arguments they will feel free to fix such inclusive charges—with or without upper or lower limits—as they consider to be warranted. Discretionary charges have been thought to cater for early and late-season traffic and to combat irregular privateparty operations.
