Which of the following most accurately describes the problem?

I wheeled type, in various Transport' forms, have been used for

many years and the general opinion appears to be that, although they have often given consistently satisfactory service, they cannot be quite so stable as four-wheeled models and must, therefore, be driven by people who understand this tendency. With one wheel at the back and the loading space there, most of the weight comes on the unsupported corners, and the greater the load the less the stability, whilst the central wheel-arch constitutes an obstruction. Consequently, it seems, that the better arrangement is to have two wheels at the back and one at the' front. An alternative is to arrange the carrier -portion at the front on two wheels, as in some popular early models.

Insurance on Vehicles A S men under 21 years of Driven by Those .4-1 age are now being engaged Under 21 as drivers, operators who employ them should make certain that their vehicles are still properly covered by insurance policies. The C.M.U.A. has recently pointed out that some companies insert a condition in their policies to the effect that these become void if the vehicles concerned be drien by persons under 21 years of age or with less than 12 months' regular driving experience; so that, in such cases, if there were claims, the operator would be responsible. Apart from this, there is the legal aspect to be considered —that the vehicle must not be driven except when it is correcay insured—.-and the police might, therefore, take action, in which case the penalty might be severe.
