a paper putting forward proposals for a "fairer" way of taxing HGVs moving across the Community. The paper, due to be discussed by transport ministers at their Brussels meeting next month (8-9 December), suggests two methods. One is the expensive option, based on high technology.
The idea is to keep track of each vehicle's movements and hauliers would pay local road taxes according to road usage in each country. EEC officials admit it is hugely expensive.
The cheaper option is simply to agree a common rate of road tax which will be charged in all EEC countries. An agreed portion of this sum would be regarded as an EEC levy.
