Which of the following most accurately describes the problem?

Transport Committee, claims (CM 39 November) to sympathise with an FTA viewpoint that separate lorry bans in different areas would be confusing. It is Mr Broadbent who is confused.

We have never opposed separate lorry bans in different areas. Our policy has been quite the reverse — that bans should be tailored to deal with local situations.

Our opposition is to different Construction and Use require ments in different areas. It is the GLC and its successor with the London Lorry Ban, the LBTC, that want to be out of step with special construction requirements for London. Europe has already set the standard for noise with the result that any LBTC action requiring vehicle modification would be illegal.
