CAN Lord Underhill be right? Is there anyone living near Epping Forest who does not yet realise that the M25, the Government's number one motorway, is to cut through the outskirts of those sylvan glades?

Well, his Lordship seems to have little doubt. As he puts it: "Most people will not even be aware that a roadwork of this kind is contemplated until the upheaval starts."

But not everyone takes the forest fo: granted. As Lord Underhill pointec out when their Lordships were dis cussing the Bill which will allow au motorway to impinge on the forest there will be petitions against thi measure.

The result will be that it will have somewhat tortuous life, as was mad plain by Lord Aberdare.

To start with, the Bill is a private on( This means that the second readin it was given does not signify approv; of its principles, as happens with public bill. It just means that it ca now be considered by committees.

Committees, as opposed to committe because of those petitioners, tlUpshire Village Preservation Societ Most of the Bill will go to the Una posed Bill Committee, but the Eppir Forest section will be considered by Select Committee which will hear the arguments and then mal recommendations to the House.

On the face of it, these are unnecessa complications for a highway to whil the Government is giving top prioril After all, the route of motorways not normally a Parliamentary matt, any objections are considered by : quiries. And the M25 has resulted plenty of those, including one whi lasted 89 days.

It all goes back to 1878. As Lord Ma who introduced the Bill, explained, that year the Epping Forest Act ma the Corporation of London conser tors of the forest, and part of its dut was "not to sell, demise or otherw alienate" any part of the forest.

And if any of that is to happen, tt Parliament has to approve an app priate variation in the 1878 Act. Hei the Epping Forest section of the C of London (Various Powers) Bill.
