Which of the following most accurately describes the problem?

There is more to building a London bus garage than meets the eye. London Transport is constructing three at an estimated cost of £13m, and each has presented special problems.

The garage at Ash Grove is being built on the site of an old food-flavouring chemical factory and five tons of curry powder had to be removed without choking half of Hackney before work could start. Gypsies also had to be moved on.

Tharnesmead Garage is another hot potato. It is being constructed on land that was once part of Woolwich Arsenal, and London Transport had to insure against the risk that the project might start with a bang.

At Westbourne Park the new garage nestles under the elevated section of M40, to which it is joined. The design has had to take care of the flexing of the motorway but it has been unable to do anything about the flexing of industrial muscle that has delayed work on the site.
