LONDON TRANSPORT, whose £600m budget was returned to them by the GLC, will lose some of the privileges if clause 28 of the Transport Bill goes through as drafted. It amends the Transport (London) Act 1969 to ensure that LT is not judge and jury in cases where independent operators wish to provide a service in London.
If an operator approaches LT to obtain agreement to start a new service or modify an existing one, and LT refuses to enter the agreement as they are at liberty to do at present, the applicant will be able to appeal to the Metropolitan traffic commissioners. The commissioners have the power to instruct LT to enter the agreement.
