Which of the following most accurately describes the problem?

PLANS to resolve the Ulsterbus urban single-decker bus problem have been thrown off course by the high development costs of the Nationalbased B21 underframe.

Ulsterbus has been looking for some time for a replacement vehicle for the Bristol RELL chassis which Leyland has agreed to continue to build to the company's order. It has extended its contract with Leyland by an additional 70 vehicles, which will be delivered by 1981.

The B21, which utilises a semi-integral underframe and National running gear, has been developed for export customers, and would have been satisfactory for Ulsterbus.

But the high cost of deve loping partially selfsupporting bodywork would have made the purchase of B21 uneconomic and has caused the project to be shelved.
