Which of the following most accurately describes the problem?

• Cumberland County Council has agreed to make representations through the County Councils' Association on bus licensing legislation, if an approach to the Minister to get the Traffic Commissioners to "bend" a little more than they do is unsuccessful.

The decision followed criticism by Lady Inglewood of Hutton-in-the-Forest of the regulations which allowed Ribble Motor Services to run buses over Kirkstone Pass in Lakeland when the "Mountain Goat" minibus service was already operating. They were told that a new operator could not start up on a route already covered by another one, yet in August it had been reported that Ribble had been allowed to start an additional route over the pass.

alt. L. Conway said Ribble had applied for its service and was successful despite the objection of the Mountain Goat company because Ribble had started the procedure of applying for the route before the Mountain Goat.
