Which of the following most accurately describes the problem?

• About 20 per cent of the foreign vehicles examined in Britain during August, September and October — 206 out of 710 —were found to be overweight. Reporting this in the Commons this week, Mr John Peyton said that some 90 vehicles were compelled to reduce their loads.

But if unaccompanied trailers were included, overweight foreigners amounted to only about 2 per cent of all incoming traffic. Of the overweight vehicles, 41 exceeded the limits by up to 5 per cent, 61 between five and 10 per cent, 65 between 10 and 20 per cent, 37 by over 20 per cent and two by 80 per cent.
