Which of the following most accurately describes the problem?

AThere are no general regulations dealing

specifically with "dumpers". If a dumper is used loaded on a public road it must comply with the standard C and U Regulations, These require that the maximum gross weight for a six-wheeler is 22 tons when the overall axle spacing is at least 18ft: or 28 tons for an eight-wheeler when the axle spacing is at least 26ft.

If, however, a dumper is used on public roads only to proceed empty from one site to another it could be taxed as a private vehicle at £17 10s a year. But even empty outsize dumpers would need the authorization of the Special Types Order to allow its movement from one site to another under specified conditions.
