AThe proposal regarding the issue of a transport manager's licence has not yet been finalized. But it is the Government's intention that individuals at the operating bases, rather than solely at headquarters, will have to hold one of these licences. Until details are officially confirmed no definite decision can be given at this stage as to the proposed division of responsibility where a company has several depots under a transport headquarters.

In the meantime strong opposition is being shown to the current proposal because of the invidious position in which a transport manager or engineer might be placed if he had no alternative to publicly criticizing his superiors in order to defend himself against losing his manager's licence and—with it his livelihood.
