Which of the following most accurately describes the problem?

THERE is good hope that the road tax demanded of hauliers in transit through Turkey will be abolished for UK operators on a retrospective basis. This news was given to the Commons this week by Mr. Goronwy Roberts, Minister of State at the Foreign Office. He told Mr. A. H. Macdonald (Lab., Chisleburst) that negotiations were now in progress.

He denied that there had been any delay on the Government's part in seeking this exemption, and said that any settlement would probably be on a reciprocal basis.

Mr. Macdonald had asked why the Foreign Secretary had taken six weeks to become aware of the tax; one of his constituents (Asian Transport Ltd.—Ed.) had had to pay £300 per vehicle per trip —now raised to £340—when entering Turkey.
