Which of the following most accurately describes the problem?

• It has not yet been decided whether any PTAs will be established in Scotland—reply by Mr. William Ross, Scottish Secretary.

• Negotiations with interested bodies on draft regulations about vehicles transporting dangerous liquids have taken longer than expected— Lord Stonham, in the Lords. He added that final amendments had been approved by the standing advisory committee; regulations for other substances would now be considered.
