Which of the following most accurately describes the problem?

A PLEA for an extension of time before plating comes into operation failed in the Commons last week.

Asking for extra time, Mr. Peter Mills (Tory, Torrington) said that many small road hauliers had many problems these days, with increased taxation and fuel charges. A much longer transitional period was needed before the plating regulations became final, and he urged the Minister of Transport to look at the matter again.

His request was turned down by Mr. Nell Carmichael, the Parliamentary Secretary.
