Which of the following most accurately describes the problem?

ARRANGEMENTS have now been made for regular meetings between top officials of the Road Transport Industry Training Board and members of the RHA's new education and training committee, it is understood. Already the director-general of RTITB has been invited to the next meeting of the committee—while RHA areas have approved the idea of honorary education officers.

The education officers will act as pacesetters in training and education developments and will serve as focal points of contact between the areas and the local RTITB regional officers.

These signs of goodwill, and established liaison, suggest that the apparent coolness towards RTITB of sections of the haulage industry may quickly disappear.

Certainly the RHA education committee has some members very experienced in this field—notably Mr. J. Broster (immediate past chairman of IoTA), Mr. J. Silbermann and Mr. J. B. Wild, while the chairman, Mr. Edgar Williams, has an established reputation as a costing expert.
