Which of the following most accurately describes the problem?

THE Traders Road Transport Association is increasing annual membership subscriptions from January 11968. A new structure for national companies and groups will also apply.

Directly resulting from the pace of additions to road transport legislation, there has been a "phenomenal" expansion of TRTA functions.

The objective in increasing fees is to gear the Association to meet the demanding needs both now and in the next few years. Scale of new fees (with existing fees in brackets)— Ordinary rates: Basic fee if light vehicles only operated . . .

Basic fee in other cases Additional rates per vehicle operated: Light vehicles up to 1 ton unladen 8s 6d (7s) Medium vehicles 1-3 tons unladen 12s 6d (10s 6d) Heavy vehicles over 3 tons unladen 21s Od (17s 6d) Large fleets: Up to 150 vehicles—normal rates with a maximum of £50 150-300 £55 300-400 £60 400-500 £65 and then in £5 stages.

Fees for fleets in excess of 500 vehicles will be individually negotiated.

Groups, consisting of holding and subsidiary or associated companies, will pay the large fleet scale, plus £3 per subsidiary or associated company. A £3 fee per branch will be optional for national companies, thereby entitling the branch to full TRTA service.
