THE Greater London Council has announced plans to spend £860m on new roads in the Greater London area. The programme, which will extend from 1971 to 1983, will provide a network of motorway standard primary roads, including two orbital roads, and improvements to some existing major routes. The precise line of the motorways has not been definitely fixed, but Thames crossings are proposed at Chelsea, Thamesmead, and Barnes. New bridges are almost certain to be built at Chelsea and Barnes, but investigations are being carried out into a possible Thamesmead tunnel.

At a Press conference last week, Mr. Desmond Plummer, GLC leader, said this enormous scheme was necessary otherwise the traffic situation in London would be chaotic by 1980.

With the announcement, however, came the warning that its huge monetary demand will hinder large improvements to secondary roads, except where they benefit the roads system as a whole. "It may not be possible to allot funds for every scheme yielding only local advantage", commented Mr. Plummer.
