Which of the following most accurately describes the problem?

GIVE urgent consideration to arrangements whereby operators of commercial vehicles will not have to meet fuel price increases resulting from devaluation; do not pursue the White Paper proposals for road goods transport and, in particular, abandon the additional taxes on heavy goods vehicles.

These twin pleas to the Chancellor of the Exchequer and the Minister of Transport were made on Tuesday by the Road Haulage Association, following a special meeting of the executive board.

The letter to the Chancellor, from the chairman, Mr. P. H. R. Turner, stresses that road operators are already having to bear substantial cost increases and that others are on the way. And it points out that the efficient contribution hauliers can make to the national economy would be encouraged if those sections of the freight White Paper leading to cost increases could be set aside.
