Which of the following most accurately describes the problem?

MOTORWAY LIGHTS • The first set of traffic lights on a motorway in this country were due to come into operation this week.

They have been installed at junction 10 (Wolverhampton and Walsall) on the M6 and are intended to allow the traffic to join the M6 more easily than under the usual filtering method. They will operate only during the morning rushhour.

Computers and sensors will control the signals, and the red light will last for a maximum of 90 seconds.

The Department of Transport will operate the traffic lights for a six month experimental period; if it is successful it will be repeated at other busy junctions on the motorway network.
