Which of the following most accurately describes the problem?

THE ROAD TRANSPORT Industry Training Board is to ask the Secretary of State for Employment to approve the 1980/81 levy at 1 per cent of employee emoluments. The levy is payable in December and will be offset against grants for 1979/80.

The Board still awaits information from the Manpower Services Commission on how much its contribution to operating costs will be. It is therefore unable to forecast the specific grant point values.

For the 14th levy RTITB intends that certain sectors will not have exclusion levels adjusted for inflation. For the 15th levy, due in December 1981, RTITB proposes a substantial reduction for passenger transport, a reduction to £15,000 for motor vehicle retailing and repairing and vehicle

bodybuilding and repairing, and a reduction to £10,000 to compensate for wage inflation for the road haulage sector.

The proposed exclusion levels for the 14th levy are: Passenger Transport £36,000, Agricultural Machinery £28,000; Furniture ReMovals, Motor Factors and Warehousing

£24, 500; other sectors £21,000.
