Which of the following most accurately describes the problem?

When the editor was in Brazil last year, one of the several "wonders" of the furious roadbuilding activity which made a big impression was the 8 km (5mile)over-water bridge nearing completion between Rio de Janeiro and its twin city of Niteroi.

Now comes news that the bridge, which snakes across the great bay _between the cities, has been completed, and is expected to carry 3,500 trucks, 2,500 buses and 9,000 cars a day — saving the previous 80 km (50-mile) journey -by road. Not that it will be cheap — the detailed tariff for the bridge has 10 categories, and' it _will cost 10 cruzeiros (about 65p) for a light van or 70cr (about £4.50p) for a max-capacity truck and trailer outfit.
