THE GOVERNMENT has no powers to spend money on lorry parks, which are entirely the responsibility of local authorities, MPs were told last week.
Mr Bruce Milian, Minister of State at the Scottish Office, had been questioned about Government plans for the building of Scottish parks this year, and he emphasized that no statutory powers were available.
It was possible for local authorities to make provision, but there had been no applications for borrowing consent in Scotland.
Mr Millan's statement was later echoed by Mr Neil Carmichael, DoE Under . Secretary, when questioned about lorry park developments near Harwich.
