Which of the following most accurately describes the problem?

• William Rainford Ltd., Liverpool, was granted a new B licence for 43 vehicles at a resumed inquiry (CM March 22) in Liverpool on Monday to obviate the difficulties of operating vehicles under varying sets of conditions. The vehicles, previously under three licences, will be permitted to carry all commodities already hauled by the company, with the addition of sand but not including dolomite, for Pilkington Bros. from Merseyside Docks, as had been applied. Rainford will still have to sub-contract this work.

Associated companies E. Armstrong (Haulage) Ltd., and J. Hardman and Son Ltd., were granted the addition of sand but not dolomite to their B licence conditions but were refused permission to amalgamate their vehicles under the Rainford licence. H. E. Dean was granted an amended application and will be allowed to carry dolomite, the property of Southport Sand and Gravel Co. Ltd., within 120 miles.

The objectors gave evidence that subcontracting rates from Rainford wereunecon°tine but produced no details to substantiate this or figures of vehicle availability.
