Which of the following most accurately describes the problem?

A'increase of more than 60 per cent during the first quarter of 1963 compared with the same period last year in the number of unit loads carrying freight by "road across the sea" to and from the Continent was announced at Tilbury last week by Mr. Michael K. Bustard, general manager of the Transport Ferry Service. The occasion was a reception held to open the company's newly built offices at Berth 4, Tilbury Dock, from which a daily drive-on/drive-off service is operated to the Continent.

Apart from the two ships, m.v. " Cerdic Ferry" and m.v. " Doric Ferry ", operated by the company on the Continental route linking Tilbury with Antwcrp and Rotterdam, a further vessel, the 3,000-ton m.v. " Gaelic Ferry ", is being built at Newcastle-upon-Tyne. This is claimed to be the largest ship specially designed for roll-on/ roll-off traffic and will operate between either Tilbury and Rotterdam/Antwerp or Preston and Larne/Belfast.

The breakdown of the Brussels negotiations has had no effect on the everincreasing number of firms who export by this route to E.F.T.A. and E.E.C. countries. Indeed, the Rotterdam service will be increased to three sailings weekly from mid-June.

The new offices at Tilbury, together with larger parking space and new vehicle hangars, have been designed to help the speed and efficiency of these services which bring Cologne to within a threeday drive of Birmingham. and Moscow to a week by road from Manchester.
