Which of the following most accurately describes the problem?

DURING March, 26,117 goods vehicles, road-haulage tractors and special-type vehicles were produced, together with 201 battery-electrics, and the total passenger-vehicle output was 793. Weekly average output was 5,422 of all types, making 27,111 for the month.

Of the goods vehicles, road-haulage tractors and special types, 13,397 were of under 15 cwt. capacity, 5,710 15 cwt.3 tons, 4,884 3-6 tons, and 2,126 over 6 tons. Of the passenger vehicles, 539 were single-deck and 244 double-deck motorbuses and 10 were trolleybuses.

The value of commercial-vehicle exports in March (including dumpers. dump trucks, industrial trucks and trailers) was £8,198,001. Details are given in the accompanying table.

FUEL EMERGENCY "AN EXCUSE"

THE fuel emergency appeared to have been used by bus operators as an excuse for trimming their services, said Mr. W. Quin, chairman of the Scottish Traffic Commissioners, in Edinburgh, last week.

They refused an application by Scottish Omnibuses, Ltd., to restrict their Edinburgh-Balerno service on the ground of economy after a deputation of residents from Balerno and Currie presented a petition, signed by over 400 people, protesting at the company's proposal.

Mr. R. Palmer, special duties officer of the company, said that the application would have been brought even it there had been no emergency. The company had received reports of the route's being over-served, and had lodged the application after a careful census of passengers had been taken.
