Which of the following most accurately describes the problem?

DESPITE the breakdown in the negotiations between the Road Haulage Association and the Motor Hirers and Coach Services Association on the one side and the Commercial Motor Users Association on the other, there are still strong hopes amongst many of the members in the three bodies concerned that this failure is 'only of a temporary nature.

From what we have learnt, the matters at issue are not of such importance as should constitute more than a stumbling block: Each side has reiterated its ardent wish and hope for unity in the industry, and if all be in accord in respect of this worthy object, surely the existing friction ought soon to be removed, particularly as both sides have yielded a number of points which, at first, appeared to be somewhat formidable.

Speaking last week at Liverpool, the chairman of the North Western Area of the R.H.A. said that his Association stands for unity and has been pressing for this amongst all transport interests ; whilst Mr. A. 0. Roberts, M.P., speaking in the same city, also to members of the Industrial Transport Association, emphasized that an Association which merely helps its own members, and does not give practical assistance to the transport of the country as a whole, could not continue to be very successful.

There is little doubt that the real testing period for road transport will occur during this year and next, and we strongly urge upon those in the industry, who can .do so much to control its destiny, the vital need for unity of interests to prevent the various arteries being cut one by one, so that the main body, thus weakened, can be bound more easily in legislative fetters, and either prevented from legitimate expansion or even reduced to a state of incompetence.
