DRIVERS' HOURS offences have cost Goffs Oak, Hertfordshire-based Raymond Knapp, trading as RH&CA Knapp, and two of his drivers £2,178 in fines and costs.

Raymond Knapp pleaded guilty before Hertford Magistrates to four offences of exceeding 4.5 hours driving without the required break; four offences of insufficient rest in a 30-hour period when double manned: two offences of insufficient daily rest when single manned; one offence of permitting a driver to exceed the daily driving limit and one offence of permitting a driver to take insufficient rest in a 30-hour period when double manned. He was fined £1,500 and ordered to pay prosecution costs of £148.

George Knapp, of Welling, admitted exceeding 10 hours' driving and taking insufficient rest in a 30-hour period when double manned. He was fined £200 and ordered to pay E115 costs.

Edward Knapp, also of Welling, admitted one offence of taking insufficient rest in a 30-hour period when double manned. He was fined 1100 and ordered to pay £115 costs.

Prosecuting for VOSA, Anthony Ostrin said that the offences came to light when traffic examiner Clare Hall visited the firm's premises and examined tachograph charts. The prosecution was brought by VOSA in the interest of road safety.

"Tired drivers cause accidents and accidents cause injury and fatalities," said Ostrin.

Raymond Knapp said that the firm had misinterpreted the rules, but now that VOSA had highlighted the infringements, it had made sufficient alterations to its working practices to ensure that such offences would not be repeated.
