Which of the following most accurately describes the problem?

B James Skip Hire (Cardiff) was said to have caused a "terrible waste of time and money" when it appeared before South Wales Deputy Licensing Authority Gerrard Sullivan.

The DtA was considering action against the company's licence following VED convictions. The company was also seeking to renew its national licence for 20 vehicles and five trailers, at a Cardiff public inquiry.

Sullivan said that the company was asked to submit evidence of its financial standing last January, but all that had been received were unsigned draft accounts for the period ended June 1992.

He had expected the 1993 accounts to be produced.

Conceding that the accounts were still not available, Paul Carless, for the company, said that he felt that it might be able to satisfy the DLA about its financial position.

Adjourning the proceedings until April, Sullivan said he wanted to see the 1993 accounts at least in draft, in view of the number of convictions and the amount of fines and back duty the company had been ordered to pay.

It was a serious situation, he said.
