Which of the following most accurately describes the problem?

• So the DTp is finally going to launch a "blitz" on foreign hauliers after Easter (CM 1016 March), but it doesn't want to weigh all lorries entering the country'. Am I going mad or are they? What better way to stop overweight continental hauliers running on British roads than to stop them before they even leave the docks.

I can't believe the DTp really thinks it can provide adequate enforcement by operating random spot checks along the main roads, compared with stopping every truck as it rolls off a ferry. Let's face it, most of the dodgy hauliers never go near a weighcheck — they're too smart.

If we are ever going to compete against foreign hauliers, especially as from 1992 they'll be allowed to carry out domestic work in the UK, isn't it about time that we started to do something about the cowboys?

I take care to see that my truck isn't overloaded, and although I only do domestic work, I wouldn't mind being weighed every time I left my base. Its bad enough British hauliers breaking the law, but what encouragement are they getting to run legally when so many foreigners get away with running overweight in the UK?
