Which of the following most accurately describes the problem?

A DIAL-A-RIDE service in Chesterfield, designed primarily for the disabled and run by Ringwood Coaches of Staveley, has been given the go-ahead by the Yorkshire Traffic Commissioners.

The service, sponsored by Derbyshire County Council, is varied on a daily basis, Monday to Friday, with pre-booking available. There will be five separate route corridors and the service will operate twice a week on each corridor. It will be operated by two Bedford VAS vehicles with locally-built Reeve Burgess bodywork equipped with tail lifts, and with a capacity for 14 seated passengers and five wheelchairs. Fares are based on a zonal structure.

To ensure that the service qualifies for fuel tax rebate it is also available to the able-bodied. The standard fare scale is designed to protect the established operators.
