Which of the following most accurately describes the problem?

CARRIERS of dangerous goods have a duty to observe safety standards, even though the Government was determined to keep the burden of regulations to a minimum, said House of Lords Government transport spokesman Lord Lucas.

Speaking at the Road Haulage Association Tanker Group luncheon last week, Lord Lucas said: "We have to recognise that there is a real and genuine public concern about the impact of road haulage generally on the communities that it serves."

Also at the meeting was the presentation of the badge of office to the new chairman of the RHA Tanker Functional Group, Jim Paton, chief executive of the P&O Roadtanks Group. He replaces Ken Birchall, past group chairman for two years.

Mr Birchall said he was unhappy that he had not seen members gaining a fair return for the equipment and expertise they provided to industry.
