Which of the following most accurately describes the problem?

THE EEC Commission is examining, in the light of its anti-cartel regulations, an agreement on joint research to develop a new product. The firms concerned are the Belgian Ateliers de Constructions Electriques de Charleroi (ACEC), an electrical engineering firm, and the French lorry and bus builders, &diet.

ACEC has developed an electric drive system for motor vehicles, particularly buses. The two firms have agreed jointly to develop and market the invention. ACEC will supply the electric transmission systems and Berliet the mechanical parts of the vehicles. The French firm has undertaken to obtain electric transmission systems only from ACEC and in return ACEC will supply such systems in France to Berliet alone.

Only a limited number of other manufacturers in the Common Market will be supplied with the transmission systems, and then only after Berta has been informed in advance.
