Which of the following most accurately describes the problem?

FROM OUR INDUSTRIAL CORRESPONDENT SINCE the end of the Freightliner terminals tussle, the Railways Board has lost no time in forging ahead with its ambitious plans.

Top industrialists have been having guided tours over North London's York Way Freightliner terminal, with British Railways eagerly pressing on them the advantages of containerized transportation.

Heading the BR team has been Board vicechairman Mr. Philip Shirley. New ideas being put to the industrialists include special tipping containers for carrying coal and fuel right into merchants' yards. Mr. Shirley's plan is to sell containers as a concept of distribution, rather than just a transport system.

The whole of BR's container operations are now expected to expand rapidly. Freightliners are at present only a small part of the operations.
