Which of the following most accurately describes the problem?

hiTODIFICATIONS to the new draft 1Y1 Public Service Vehicles (Conditions of Fitness) Regulations, to cover vehicles of the Crellin-Duplex type, have been circulated by the Ministry of Transport to interested organizations. Coaches and buses with two tiers of seats, one above the other but not on separate decks are described in the draft as "half-decked " vehicles.

A vehicle of this type is neither a single-decker nor a double-decker. A single-decker is one "upon which no part of a deck or gangway is vertically above another deck or gangway." A double-decker has two 'decks "one of which is wholly or partly above the other and each deck of which is provided with a gangway serving seats on that deck only." A "deck" is a floor or platform with seats for passengers.

A half-decked vehicle must be able to tilt to 35 degrees. As in the case of a single-decker or double-decker, no fuel tank must be placed under a gangway or passage leadine to an emergency ex it.

In addition to two emergency exits on different sides of the vehicle, there must be an emergency exit. measuring at least 5 ft. by 1 ft. 6 ins., in the roof. The roof emergency exit must be approximately in the centre of the seating space.

No tables may be fitted between seats. The width of the gangway at a height of 4 ft. from the floor shall not be less than 1. ft. 6 ins, instead of 1 ft. 2 ins. This new provision regarding gangway width refers also to single-deckers and double-deckers.
