Which of the following most accurately describes the problem?

WHEN an application by Worthing VY Ltd., of Stafford, came up for hearing at an East Midland passenger traffic court, held in Nottingham Guildhall last week, the applicant was accused of discourtesy. The company wished to run bus excursions from the Welbeck Hotel, Nottingham, and it was refused by the Commissioners without consideration of the details. The objectors were Barton Transport, Ltd., and the Trent Motor Traction Co., Ltd.

The chairman, Mr. J. H. Stirk, explained that he had received a telee26

phone message from the applicant asking for the hearing to be adjourned to a later court. " But we are not disposed to grant that request," he added. "It is an unwritten law in these courts that, if an applicant desires an adjournment, he must consult the wishes of the objectors, and this company has not been sufficiently courteous to do that. We shall have quite a lot to say about this when eventually it is heard, but for the moment it will be refused."

Barton Transport, Ltd., had spent hours in preparing evidence for the hearing, but it had never received any communication from the applicant.
