Which of the following most accurately describes the problem?

ANEW Order, which will not take effect until it has lain upon the tables of each House of Parliament for 28 days during the time the House is sitting, has been issued by the Minister of Transport.

It is known as The Road .Traffic Act, 1930 (Adaptation of Part IV to the Special Area), Order, 1931. It concerns public-service vehicles in the City of London and the Metropolitan Police District.

Part 1 deals with the powers and duties of a licensing authority under the Act of 1809. This part of the Order does not, except in respect of one paragraph, apply to public-service vehicles used within the special area as Metropolitan short-stage carriages, or to the personnel thereof. • The licensing authority shall (a) within the special area exercise the powers and perform the duties of Traffic Commissioners and certifying officers in dealing with public-service vehicle licences and certificates as to fitness and type, providing that an inspection of the vehicle by an officer appointed by the authority shall be deemed to be an inspection by the authority; (b) in respect of persons residing in the special area, license persons as drivers or conductors, and the provisions of sections 81 and 82 of the Act shall apply accordingly.

Where a public-service vehicle examiner appointed by the Secretary of State refuses to remove the suspension of a vehicle Iicenee, the holder may apply to the licensing authority, and if the authority considers that the prescribed conditions are fulfilled, it may remove the suspeesion.

Part II refers to licences under the Act of 1869. If a vehicle has a Metropolitan stage-carriage licence and is permitted to run in the special area other than as a short-stage carriage, or runs outside the area, its licence has the same effect as if it were a public-service vehicle licence, even if a certificate of fitness be not inforce; the conditions as to licences fur driver and conductor are amendeCaceordingly.

Where a vehicle is used within the special area as a Metropolitan shortstage carriage, no public-service vehicle licence is required, nor shall the Metropolitan licence be deemed to be Such, save as expressly provided in this Order.
